ASDE can help you with cell phone samples in the US and Canada.  Since cell phone directories of current numbers do not exist we create cell phone samples from the list of existing dedicated cell phone exchanges.   By generating random numbers from the dedicated cell phone exchanges our clients have experienced a connection rate in the range of 55-65%.

As far as geography, the knowledge we have on each number is limited to the area code (which places it in a province or State) and the rate center name (which is the city where that phone exchange switching station resides) or combined to form a Census Division (Canada) or county (US)

In Canada, we have developed two other types of cell phone samples after contacting cell phones subscribers using our IVR system to conduct an automated survey.  We started the study by generating numbers proportionately based on the population of Canada by province.  The end results were two useful lists that may benefit you: 

• working cell-phone numbers those are numbers we have screened by calling them using our IVR system, they resulted in someone answering the phone.
• and cell-only households. Those that have actually answered the question on our IVR system identifying them as a cell phone only household

Pricing on each is different of course.

This is an ongoing project, however it can be customized to suit your study needs.

We realize a small percentage of cell phone users may not reside in the same area as their cell phone exchange, and others may have ported their landline number or another cell phone number to their current cell phone service provider.  In theory this may have an impact on geographical representativeness, but in practice, depending on each project, the effects may be very negligible.  The location of where the respondent actually lives is not known since that is a portable device, someone can have a 416 area code but live in Montreal. This is rather rare, data suggests that 98.8% of the people reached actually live in the correct province of the area code.
